First-Time Buyer Programs in Oregon & Washington (That You Might Not Know About)

Thinking about buying your first home? You’re not alone—and you don’t have to do it solo (or have a giant pile of cash). There are actually a bunch of programs out there designed to help first-time buyers get into a home with less money down and more support.

Whether you're looking in Hood River, Parkdale, White Salmon, or beyond, here are a few programs that could make homeownership way more doable than you think.

FHA Loans

Down payment: As low as 3.5%
Who it’s good for: Buyers with moderate credit or less saved up
FHA loans are a go-to for first-timers. They’re backed by the government and more flexible with credit scores. You still need to qualify with income and debt, but they’re a great option if you’re just starting out.

USDA Loans (Yes, Even Around Here!)

Down payment: $0
Who it’s good for: Buyers in rural areas (and much of the Gorge qualifies!)
USDA loans offer zero down payment options in areas the government defines as “rural.” That includes places like Parkdale, parts of Mosier, and outside The Dalles. It’s income-based and property-specific, but it’s very worth looking into.

Oregon Bond Program (Oregon Housing and Community Services)

Down payment assistance: Up to $15,000 in some cases
Who it’s good for: Oregon buyers who meet income and purchase price limits
This program offers affordable interest rates and optional down payment assistance. It’s not just for Portland—Gorge buyers can qualify too. The income limits are higher than you might expect, and it works with approved lenders across the state.

Washington State First-Time Buyer Programs (WSHFC)

Down payment help: Up to 4% of the loan amount
Who it’s good for: Washington-side buyers (White Salmon, Bingen, Stevenson, etc.)
Through the Washington State Housing Finance Commission, you can access loans with lower interest rates and down payment help if you take a short homebuyer education course. It’s straightforward and super helpful.

Local Lender Programs & Grants

A lot of lenders in the Gorge work with first-time buyer programs or offer their own. Some even have grant money available for certain buyers (especially veterans, teachers, and lower-income households).

Quick Tips Before You Start:

  • Take a homebuyer education class. Some programs require it, but they’re easy and actually helpful.

  • Get pre-approved early. This shows what you qualify for—and helps you shop smarter.

  • Work with a lender who knows the programs. Not all banks do! Ask if they offer FHA, USDA, bond programs, or down payment assistance.
